To ensure interconnectivity, the standard leveraged the national government service platform for cross-regional data sharing, enabling citizens and enterprises to handle matters locally or remotely. He highlighted China’s ongoing 15th Five‑Year Plan (2026–2030), noting the country’s market scale, growth potential, and steady economic momentum. - NPC Promotes Implementation of China’s Ecological and Environmental Code: The National People’s Congress (NPC) organized a two-day training program in Xi’an, Shaanxi Province, from May 13 to 14 to strengthen understanding and enforcement of the country’s Ecological and Environmental Code. The event focused on advancing legal and governance frameworks related to ecological protection and promoting the principles of Xi Jinping’s views on the rule of law and ecological civilization. Senior NPC Standing Committee Vice Chairpersons Wang Dongming and Ding Zhongli attended the program and addressed the participants. During the meeting, Wang Dongming stressed the importance of integrating the new code into the work of the NPC and enhancing environmental and resource-related governance through legislative implementation. He noted that the code should serve as a practical tool to support China’s broader environmental development goals and contribute to the construction of a greener and more sustainable country. - China Strengthens Safety Oversight for New Energy Vehicles: The Ministry of Industry and Information Technology, together with the State Administration for Market Regulation and the State Fire and Rescue Administration, issued measures to strengthen safety management in the new energy vehicle (NEV) sector and ensure the industry’s stable and sustainable development. The meeting emphasized that vehicle manufacturers and power battery producers must take primary responsibility for product quality and safety, treating safety management as a core priority across all stages of production and operation. Companies were instructed to strengthen risk prevention measures in product research and development, manufacturing, supply chain management, operational monitoring, and after-sales services. Authorities also directed firms to fulfill their obligation to properly inform consumers about vehicle usage and avoid exaggerated or misleading advertising practices. In addition, enterprises were required to establish internal reporting and reward systems for identifying potential safety hazards and to strengthen investigations into hidden safety risks. The three departments stated that they would further strengthen inter-agency coordination, conduct safety hazard inspections and defect investigations, and launch a special campaign aimed at improving the quality and consistency of road motor vehicle products.

Guancha Highlights India’s Semiconductor Strategy Amid Rising Competition from China: An article published in Guancha discussed India’s efforts to build a domestic semiconductor industry and the challenges posed by China’s rapidly expanding mature process chip production capacity. The article noted that India’s first semiconductor wafer fabrication plant, jointly developed by Tata Electronics and Taiwan’s Powerchip Semiconductor Manufacturing Corporation (PSMC), is expected to begin trial production later this year in Dholera, Gujarat. According to the article, the project is focused on mature process chips used in automobiles, industrial machinery, and consumer electronics, a segment in which Chinese firms have significantly increased investment following US export controls on advanced AI chips. The article highlighted concerns among experts that China’s large-scale production capacity and ability to offer lower-priced, mature-process chips could significantly increase pressure on India’s developing semiconductor sector.
