  • Chinese authorities assure wider market access to private companies: According to state broadcaster CCTV media report, the top economic planner, the National Development and Reform Commission (NDRC) has assured to remove market access barriers and promptly revise the negative list for market access for private enterprises. This comes in a bid to encourage greater private sector participation in major national projects and programs, including those aligned with major national strategies, building up security capacity in key areas, as well as the large-scale renewal of equipment and the trade-in of consumer goods. The declaration comes a day following a plea by the CPC to support the robust growth of the nation's private sector during the symposium for private firms on Monday. The new moves will encourage larger private sector participation in major national projects and programs, such as those in line with important national policies, enhancing security capabilities in strategic domains, extensive renewal of equipment and consumer products exchange. Deputy head of the NDRC, Zheng Bei, promised that the new “negative list” will soon be revealed and will apply to the idea of "non-prohibition equals to entry." Zeng further noted that the government will continue to cultivate a supportive environment for private sector growth, resolutely cracking down on the acts that harm corporate reputations, such as defamation and the dissemination of false or misleading information online. According to the official, specific steps will be taken to ensure that all businesses have equal access to competitive infrastructure domains and significant national scientific research infrastructure.   
  • Chinese UN envoy welcomes Ukraine peace efforts and talks: Fu Cong, China’s permanent representative to the United Nations said on Monday that China welcomes all efforts to bring peace in Ukraine, including the recent agreements between Russia and the United States. Fu reaffirmed China's commitment to resolving global conflicts through dialogue and political consultation in keeping with the United Nations’ Charter. He further highlighted that China has been advocating to solve the crisis through dialogue and political consultation between Ukraine and Russia. Fu Cong mentioned that China will follow the existing four-point proposal on the Ukraine conflict – respect territorial integrity and sovereignty of all countries, observe the purposes and principles of the UN Charter, appreciate the legitimate security concerns of all countries, and support all efforts for peaceful settlement of the crisis. He further pointed out that the Ukraine issue is about to reach a critical point on the negotiation front and the ultimate resolution of any conflict lies at the negotiation table, and history will undoubtedly deliver a just outcome." Fu further stated that the conflict has been unfolding on European soil, and it is imperative for Europe to work for peace. “We hope the parties will jointly address the root causes of the crisis through negotiation and find a balanced, effective, and sustainable security framework for lasting stability in the region," he said.  

  • Hong Kong’s political advisor to submit proposal on combatting cross-border telecom fraud: Johnny Ng Kitchong a member of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and a local lawmaker in the Hong Kong Special Administrative Region (HKSAR) is set to submit four proposals, one of which aims to advance collaborative governance mechanisms to tackle cross-border telecom fraud. He outlined a series of measures – the establishment of a multi-party coordination mechanism, enhance cross-border judicial cooperation, implementation of blockchain technology to develop encrypted information systems and encouraging enterprises to invest in anti-fraud initiatives. Cross border telecom frauds involve various industries, including finance, telecommunications, storge and internet services. Ng stated that government departments need to collaborate with these institutions and establish a coordinated governance mechanism. "We should also strengthen judicial cooperation by fully leveraging the role of Interpol, working closely in cross-border evidence collection, arrests and asset recovery," he said. He further proposed that an extradition treaty should be enhanced to ensure that Chinese citizens involved in crimes can be brought back to China for legal prosecution, while improving relevant work regulations.  

  • China soon to implement tagging system for ancient and notable trees: China is set to launch a nationwide initiative to tag and protect ancient and notable trees, reclaiming their status as "green national treasures" and "living cultural relics," according to a senior official of the National Forestry and Grassland Administration (NFGA). The enactment of China’s first national-level regulations to protect ancient and notable trees, which will come into effect on March 15 has prompted this move said Zhang Liming, director of the NFGA's ecological protection and restoration department. He further said that the regulations align with China’s larger goals of building an "ecological civilization and preserving cultural identity.” The regulations lay out legal frameworks for resource surveys, conservation and cultural preservation and addresses gaps in existing laws. Beyond that, the regulations target trees that are over a hundred years old, while giving limited permits to use for the scientific and cultural utilization of these trees and resources such as eco-tourism and genetic studies as long as the trees’ health is not compromised. 

  • High-temperature superconductivity in nickel oxide materials achieved by Chinese scientists: Chinese scientists have successfully achieved high-temperature superconductivity in nickel oxide materials, under ambient pressure conditions. This discovery places nickel-based materials at the third position in terms of high-temperature superconducting material systems followed by copper-based and iron materials. When chilled below a threshold temperature, some materials display perfect diamagnetism and zero electrical resistance, a scientific phenomenon known as superconductivity. This is promising for applications in fields like energy transmission and storage, transportation, medical imaging and so on. This milestone was possible due to unceasing efforts of the research team co-led by Xue Qikun, an academician from the Chinese Academy of Sciences and president of Southern University of Science and Technology (SUSTech) and Chen Zhuoyu, associate professor from the Department of Physics of SUSTech. Chen told the Global Times on Tuesday that previously high-temperature superconductivity in nickel oxide materials was possible only at extremely high pressures, up to several hundred thousand barometric pressure, equivalent to the conditions inside the Earth. But this breakthrough in superconducting mechanisms is expected to further transformative advancements in energy, medicine and information technology according to Chen. Further, Xue also mentioned that the research was conducted solely using domestically developed equipment signifying a significant advancement in China's capacity for autonomous experimentation.

‘Qipao superwoman’ in China saves drowning girl while relaxing by hotel pool: A Chinese woman is being dubbed as the “mask qipao superwoman” on social media, following the rescue of a drowning girl in a hotel pool while wearing a qipao and a facial treatment mask. The incident happened on February 10 at the hotel's indoor pool in Xishuangbanna, in the Yunnan region of southwest China. Peng Lingmin, a woman from the southwest region of Sichuan, was relaxing by the pool, wearing a qipao when she stepped in as she rushed to the girl's aid and performed CPR. Peng’s sister who was accompanying her, filmed the whole incident and called an ambulance. The girl began to show signs of life within 5 minutes of Peng resuscitating her. She claimed that although she had not been trained in CPR, but had been keeping an eye on emergency treatment protocols on social media as a mother of a small child. "I didn't start shaking until I heard her cry," Peng told Fengmian News, a Chinese news agency. She followed her instincts at the time of the incident as her mind had gone completely blank in that moment. Netizens have praised the women's quick intervention. One online observer quoted “Thank you, mask qipao superwoman,”. While others said the hotel should be punished for not having a lifeguard at the pool.

Global Times says India’s push for EV industry development faces uncertainty despite Tesla’s possible entry: Global Times reported that the hiring of Indian populace by Tesla signalled the potential entry into the market. This development come following the recent meeting between Tesla CEO Elon Musk and Indian Prime Minister Narendra Modi in the United States, and also Tesla's first annual drop in EV sales in more than ten years. Despite the market potential, India faces several obstacles - including a comparatively weak manufacturing base, a less secure investment environment and protectionist inclinations. Even though the Indian market is attractive to foreign investors given the high youth population and the increasing middle-class consumers, the high tariffs in India have deterred Tesla in the past. Tesla and India have had intermittent interactions in the past, but the US electric vehicle manufacturer had avoided the South Asian nation due to worries about exorbitant import taxes, according to Business Standard. However, New Delhi has lowered the basic customs charge on luxury cars, which costs more than $40,000 USD, from 110 percent to 70 percent. Even though this may act as a direct incentive lowering Tesla’s import expenses, there is still a lot of ambiguity regarding the companies’ activities in India. Furthermore, the Indian government have enacted laws and regulations at various levels, and these may present difficulties to Tesla if it decides to construct a manufacturing industry in India. The Chinese media further stated that India needs to embrace the global industrial chain collaboration while improving its policy environment and raise the standards of infrastructure development.
